clause 9.5. State registration of products according to a UNIFIED LIST:
-Obtaining a certificate of state registration of products manufactured for the first time in the customs territory of the Eurasian Economic Union or imported for the first time into the customs territory of a member state of the Eurasian Economic Union, subject to registration in accordance with the acts of the Eurasian Economic Commission (subclause 9.5.1 of the UNIFORM LIST)
Required documents:
- for products manufactured for the first time in the customs territory of the Eurasian Economic Union: application; a document confirming payment of the fee (except for the case of payment through the use of ERIP and the information space); copies of documents in accordance with which the products were manufactured, information about the composition of the products and other documents; the manufacturer's document on the application (operation, use) of the product (instructions, manuals, regulations, recommendations) or a copy thereof; a copy of labels (packaging) for products or their layouts; act of sampling (samples) of products; research (test) and measurement protocols; scientific reports and (or) conclusions (expert opinions); a copy of a document confirming that the manufacturer has an implemented management system that ensures stable production of products that meet the requirements of technical regulations (letter, copy of the certificate) and other documents; information about state registration, UNP; copy of the contract with the manufacturerIt provides for ensuring compliance of products manufactured in the customs territory with the requirements of technical regulations and liability for non-compliance of products supplied to the customs territory with the specified requirements.
For products imported for the first time into the customs territory of a member state of the Eurasian Economic Union: application; a document confirming payment of the fee (except for the case of payment through the use of ERIP and the information space); copies of documents in accordance with which the products were manufactured (technical conditions, technological instructions, specifications, recipes and (or) information about the composition of the product and other documents); the manufacturer's document on the application (operation, use) of the product (instructions, manuals, regulations, recommendations) or a copy thereof; copies of labels (packaging) for products or their layouts; act of sampling (samples) of products; research (test) and measurement protocols; scientific reports and (or) conclusions (expert opinions); a copy of a document confirming that the manufacturer has an implemented management system that ensures stable production of products that meet the requirements of technical regulations (letter issuedmanufacturer, and (or) a copy of the certificate of conformity of the management system, and (or) a copy of the certificate of production compliance with the principles of GMP, and (or) a copy of the certificate of implementation of the food safety management system based on the international standard ISO 22000, and (or) documents confirming that the manufacturer has developed, implemented and maintains procedures based on the principles of HACCP, and (or) other documents); a copy of a document issued by the competent health authority (other body) of the state in which the disinfectant (disinfestation, deratization) product was manufactured, confirming the safety and allowing free circulation of products on the territory of this state in which state registration is carried out, or documents of the product manufacturer confirming that there is no need to issue such a document (in the case of state registration of disinfectants); copies of documents confirming the import of samples (samples) of productsto the customs territory of the state in which state registration is carried out; information about state registration, UNP; a copy of the agreement with a foreign manufacturer providing for ensuring compliance of supplied products with the requirements of technical regulations and liability for non-compliance of products supplied to the customs territory of the Union with the specified requirements (for a person authorized by the manufacturer).

Validity period of the issued documents: 5 years - in case of issuing a certificate confirming the product’s compliance with the requirements of the technical regulations (technical regulations), unless otherwise provided by the technical regulations (technical regulations); in the case of issuing a certificate confirming the product’s compliance with the Unified Sanitary Requirements, the certificate is valid from the date of its issue during the entire period of production of the product or import of the product into the customs territory of the Eurasian Economic Union and until the full sale of the product in circulation in the customs territory of the Eurasian Economic Union (taking into account the shelf life (storage) provided by the manufacturer).

Subject to state registration are regulated goods manufactured for the first time in the customs territory of the Customs Union, as well as controlled goods imported into the customs territory of the Customs Union for the first time, included in the following exhaustive positions of the Commodity Nomenclature of Foreign Economic Activity of the Customs Union in accordance with the above groups (Section II).

The issuance of a document confirming the safety of products (goods) may be refused in the following cases:
-
non-compliance of regulated goods with the Unified Sanitary Requirements;

if documents and (or) information are submitted that do not comply with the requirements of the legislation of the Party in which state registration is carried out, as well as containing false information;
-
if there are no grounds provided for by the legislation of the Party in which state registration is carried out for the execution and issuance of a document confirming the safety of products (goods);
-
if in relation to regulated goods and the conditions of their production and circulation, safety requirements cannot be established at the current level of scientific development, and there are no methods for determining and measuring the hazardous factors of such products in products and the human environment;
-
availability of information on cases of harmful effects of regulated goods on human health and the environment during the manufacture, circulation and consumption (use) of products.
Confirmation of the presence of a certificate of state registration is:

Original certificate of state registration, made on a strict reporting form;

A copy of the state registration certificate, certified by the issuing authority;

A copy of the state registration certificate, certified by the recipient of the specified document;

An extract from the Unified Register indicating the details of the document confirming the safety of products (goods), names of products (goods), manufacturer, recipient and the body that issued the document confirming the safety of products (goods);
