State Institution "Polotsk Zonal Center for Hygiene and Epidemiology" within the framework of the implementation of paragraph 1.1 of Annex 6 to the Resolution of the Council of Ministers of the Republic of Belarus No. 802 dated December 30, 2025, paragraph 9 of the Methodological recommendations on preventive measures and precautionary measures approved by the Deputy Minister of Health - Chief State Sanitary Doctor of the Republic of Belarus dated March 16, 2026, in connection with the entry into force on May 1 2026 sanitary norms and rules “Sanitary and epidemiological requirements for the maintenance and operation of residential buildings”, approved by Resolution of the Ministry of Health of the Republic of Belarus dated August 4, 2025 No. 67, and in order to prevent violations of legislation in the field of sanitary and epidemiological welfare of the population, sends you an explanation of the basic requirements for the maintenance and operation of multi-apartment, blocked and single-apartment residential buildings, as well as adjacent areas. Regarding content and operationatation of multi-apartment residential buildings and local areas, the following mandatory requirements are established. During the period from 11 p.m. to 7 a.m., loading and unloading operations in multi-apartment residential buildings are prohibited, with the exception of work on organizing the collection and removal of solid municipal waste. All auxiliary premises, elevators, publicly accessible balconies, loggias, canopies over entrances to entrances, pits and other structural elements of residential buildings must be kept clean, and the presence of waste, sewage, animal remains or foreign objects is not allowed in them. Particular attention should be paid to organizing the maintenance of auxiliary premises, which must be carried out strictly in accordance with housing legislation. When eliminating the consequences of emergency situations, such as leaks, flooding or blockages in internal water supply systems, sewerage systems and heating networks in auxiliary premises, operating organizations are obliged to ensure the removal of wastewater within no later than one day, as well as ventilation, cleaning of premises from the consequences of an accident and, when eliminating blockages in sewer systems, disinfection within no later than three days. Operating garbage collection chambers must be connected to water supply networks, washed and subsequently disinfected at least once a month during periods with positive temperatures, and no waste is allowed on their floors. In case of decommissioning of a garbage chute, it is necessary to equip temporary waste storage areas in accordance with the legislation on waste management. Artificial lighting systems in basements and technical subfloors in operating multi-apartment residential buildings must be maintained in good condition. The presence of stray and wild animals, including birds, bats and reptiles, as well as synanthropic rodents and insects, is strictly prohibited in the auxiliary premises. The adjacent territory of an apartment building is alsomust be kept clean, and at the entrance to operating multi-apartment residential buildings, waste collection bins and grates or other devices for cleaning shoes must be installed.
