In winter, timely and high-quality implementation of de-icing measures is the most important condition for ensuring traffic safety and preventing injuries among the population. In this regard, the State Institution “Polotsk Zonal Center for Hygiene and Epidemiology”, in order to prevent ice injuries, recommends that heads of enterprises and organizations strictly comply with the requirements of the law, namely: Sanitary norms and rules “Sanitary and epidemiological requirements for the maintenance and operation of territories”, approved by the resolution of the Ministry of Health of the Republic of Belarus dated February 2, 2023 No. 22, rules for the improvement and maintenance of settlements, approved Resolution of the Council of Ministers of the Republic of Belarus dated November 28, 2012 No. 1087 (as amended and supplemented).
According to current requirements, in winter, ramps, porches and steps of buildings (structures), pedestrian paths (sidewalks, alleys, boulevards, pedestrian streets and squares, overhead, ground and underground pedestrian crossings, stairs, pedestrian and bicycle paths), public transport stopping points must be promptly cleared of all types of snow, ice and snow-ice formations, and treated, if necessary, with approved materials. deicing agents.
Work on daily cleaning (cleaning of sand, waste, all types of snow, ice and snow-ice formations), processing, if necessary, with de-icing agents permitted for use in the manner prescribed by law, the roadways of streets, sidewalks, pedestrian and bicycle paths and other elements of the road network, stairs and ramps, as well as passages in residential areas, are organized during working hours in the winter. The main transit pedestrian paths (alleys), stairs, and ramps are removed first, and in the event of heavy snowfall, these works are carried out in two shifts. During icy conditions, pedestrian paths (alleys) are treated with clean sand without salt, while storing clean snow, ice and snow-ice formations along the paths is allowed, and driveways and sidewalks are treated with de-icing agents using sand with the removal of all types of snow, ice and snow-ice formations to the groundsnow storage areas.
First of all, work is carried out to treat with de-icing agents and clear snow and ice from the roadway, sidewalks, landing areas of public transport stops on steeply sloping sections of streets with traffic of route vehicles, narrow streets, as well as bridges, overpasses, transport tunnels, pedestrian crossings and other places where pedestrians and vehicles may accumulate.
Managers of enterprises and organizations are recommended to ensure daily cleaning of adjacent areas, including steps, from snow and ice, sprinkling of sidewalks and pedestrian areas with de-icing agents, as well as removal of snow and icicles from roofs and canopies of buildings during daylight hours in compliance with safety measures.
Compliance with these measures will minimize the risk of ice injuries and create safe conditions for the movement of people and vehicles in winter.
The Polotsk Zonal Center for Hygiene and Epidemiology monitors the timely implementation of anti-icing measures. Timely clearance of snow and ice from the area and anti-icing measures are an important factor in the prevention of human injuries. For failure to comply with established requirements for maintaining territories in winter, the current legislation of the Republic of Belarus provides for administrative liability. In particular, failure to take measures to eliminate icy conditions, snow and ice build-ups, as well as violation of landscaping rules will entail a fine in accordance with Articles 17.5 and 22.10 of the Code of the Republic of Belarus on Administrative Offences.
